The African AIDS plan wasn't the only surprise in Tuesday night's State of the Union address. Many viewers were taken aback by President Bush's plan to lessen the country's dependence on foreign oil. He proposed a plan doubling federal spending on research on hydrogen-powered cars. How do these cars work? When might they become common? Are they the best strategy for reducing oil use? Robert Rose, executive director of the U.S. Fuel Cell Council, and Kevin Mills of the Clean Car Campaign join guest host Steve Inskeep to discuss Bush's hydrogen car initiative.
