President Bush yesterday took steps to help churches and other religious groups that do community service better compete for federal money. But critics say the policy erases the line between church and state, and allows the government to neglect the needy. Allison Keyes talks about it with Rep. Bobby Scott, a Democrat representing Virginia's third district, and Bob Woodson, founder and president of the National Center for Neighborhood Enterprise.
