Administration officials have announced that President Bush will not push for the implementation of the Kyoto agreement on global warming. The agreement, signed by the Clinton administration but never ratified by Congress, puts legally binding limits on C02 and other greenhouse gasses. The announcement on the Kyoto agreement came just days after the President backed away from a campaign promise to require power plants to curb C02 emissions.
