Before leaving office, the Clinton administration was making progress in negotiations with North Korea. President Bush met with South Korean President Kim Dae Jung on Wednesday but said the United States views North Korea as a threat and would not immediately resume negotiations with the communist regime. How should the U-S engage North Korea?
