Voting Reform

NPR's Andy Bowers reports that state and local governments across the country are now seriously considering a change in the way their citizens vote. In California and other states, there are calls to banish punch cards. Some people suggest using optical scanners, touch screen computers, or ATM type voting technology. The way electors are distributed is also up for debate in Illinois, which currently has a winner-take-all system.
