NPR's Phillip Davis recaps what happened on November 22nd, the day the Miami elections board abruptly changed its mind and decided not to manually recount any ballots from the November seventh presidential election. Democrats say a Republican crowd intimidated the canvassing board. Republicans say they were simply expressing their feelings and frustrations.
