NPR's Tom Gjelten reports on US efforts to force the Taliban rulers of Afghanistan to hand over Osama Bin Laden, the Saudi Arabian terrorist who is suspected of planning the attack last month in Yemen on the USS Cole. Today the US and Russia will try to have the United Nations impose an arms embargo against Afghanistan.
