Republican George W. Bush began planning a presidential transition today, meeting with his newly appointed chief of staff and sending runningmate Dick Cheney out to brief reporters. But the Clinton administration maintains that the 2000 presidential election is not settled. As a result, the funds and office space to conduct a transition remain in limbo.
