In November voters will decide whether to amend the Iowa Constitution to create the Natural Resources and Recreation Trust Fund. The fund would be used to enhance and protect water and soil quality and natural areas. The ballot measure does not raise taxes, but would be funded through any future increase in the sales tax. We'll find out how a similar funding structure has worked in Missouri and talk with Sean McMahon, who is leading the campaign to approve the amendment and State Representative Beth Wessel-Kroeschell who has questions about amending the state constitution to establish program funding.
