In Iowa's oldest city, a gleaming new ice arena is the talk of the town. Iowa Public Radio's Rob Dillard traveled to Dubuque recently to tour a facility that helped attract a United States Hockey League franchise back to the banks of the Mississippi after a near ten-year absence.
